Default 4wd encoder/ fuel sender issues related 2000 blazer

Ok I've been chasing this issue for a while. All issues were there when I bought this

1st issue
P0463. Sender is good. Issue is I'm reading 12 volts on the purple wire at the pump. Reading 5v on reference wire off of the pcm which is where it should be.

2nd issue
4wd service light has been on since I bought it. The code was a b1346. Encoder motor chassis ground #1 circuit range performance. There are no lights illuminated on the 4 button switch.

While trying to figure out the fuel sender p0463 issue I followed the purple wire to the encoder motor. So I found where I think it has changed from 5v reference to 12v.

would a bad encoder motor cause this? Or do I have an electrical issue/ bad ground somewhere. Any help is appreciated.

Thanks guys!!!!

Default Fixed

Spoiler

who ever owned this before me sucked at auto mechanics lol. Didn't really help that Chevrolet would put multiple plugs in close locations to each other that plug into other locations.
the 6 pin connector plugged into encoder was supposed to be plugged into a plug that comes down with the o2 sensor.

The encoder plug was tucked up above the transmission unplugged. The speed sensors were swapped around so this plug wouldn't reach the encoder.

With everything plugged into the proper locations everything works as should!!!!
