Instrument panel fuse & Harness issue, HVAC fuse #21 short.

Exclamation Instrument panel fuse & Harness issue, HVAC fuse #21 short.

I bought this truck and have worked out a few issues.
1st i replaced the brittle speaker grills.
2nd stock rims were in great shape except the center caps clear was cloudy, i stripped them and repainted the “GMC” red.
3rd replaced the driver side power window motor.
4th charged the AC
5th replaced the blend door actuator,
6th replaced the fuel tank pressure sensor to clear code P0446
I was feeling pretty confident with the DIY work i had done but through this all, my AC temp dial does not work because the hvac fuse continues to pop. The previous owner had a small arrow pointing to the fuse, so i know it has been a long going problem. If I’m lucky, i can put in a fuse and the blend door works for a few days. Lately it has blown immediately after turning the key on. I’ve troubleshot by unplugging the blend door, then the climate controls, and even the rear defrost button because after the fuse blows, the little amber light doesn’t work. I’ve also noticed the rear view mirror electronics stop working when the fuse is blown.
I’ve pulled the dash and harness.
the HVAC wire is brown to match the #21 wire at the fuse box. But there is a small jumper that jumps a brown wire from the rear defrost switch, dont know if this is stock or a bandaid that is failing. Why would this be used, it was wrapped in Duct tape. I will wrap it in electrical tap and test the harness in the morning, any advice? Are there any spots i should check in the rear view mirror for shorts? Idk what’s next, will post pictures tomorrow.

That jump was on the HVAC and rear defrost switch

now without the jump, my blend door does not get power.

Found another jumper and this clusterfrick. What are the chances I fix this? What's going price for this harness pull?
