No headlights!!!HELP PLEASE
85 and 86 are the coil winding to energize the relay. One side of that coil is frame grounded and the other side gets power from the headlight switch when there is a call for headlights. That energizes the coil and closes 30 to 87, routing battery power to the lights through two fuses. If the headlight switch is on "headlight", since there is no power on either 85 or 86 then there is no output from the headlight switch heading to the relay coil on the white wire to turn it on so thats a problem. That said, 30 and 87 cannot both have +12V unless the relay is installed and energized, which it cannot be (or installed and broken) and then you would also have +12V at the input to the LT HDLP and RT HDLP fuses. This leads me to believe that we may be mixed up on the relay contacts and wiring. The relay in question is in the lower left of your picture labeled 12V 40A F081520.
I will assume for a minute that even though we seem to have a labeling/measuring issue there may be no voltage output on the headlight switch white wire. check power out of the HDLP SW Fuse 7 which powers the switch.

Fuse 7 has 12V I checked that after you said to check the ones under the hood. When I did check the relay it was installed but I did not have light switch turned on or vehicle running and still read 12V. And 85 and 86 were still at 0
I said to turn on the headlight switch at the start of the testing in post #6.
You will have always on power to one side of 30/87 but the other side of 30/87 cannot have power unless the relay is installed and energized which it cannot be because the headlight switch is off and there is no power to either side of the relay coil (unless it has failed or is the wrong relay type). If both 30 and 87 did have power then your lights would be on or there would at least be power to the LT HHDLP and RT HDLP fuses.

When you are measuring voltage you put the positive lead of your voltmeter on the point to be measured and the negative lead on a clean ground or the negative battery terminal. So to measure one of the relay pins its positive lead on say pin 85 and the negative lead on the battery negative post. There is no value for what we are doing here to try and measure a voltage between relay terminals such as 30 to 86.
How are you measuring these relay terminal voltages with the relay installed?
If the headlamp switch is on headlamp and not on auto and there is no reading on relay pin 86 to battery ground or relay pin 85 to battery ground then we need access to the headlamp switch. You will need to measure the wires at the back of the switch. First the orange wire to battery ground and then with the headlamp switch on manual headlamp and not auto, white wire to battery ground.

Bare with me as I dont check relays and fuses like this before. So I did Batt ground to 86 it read 0 did to to 85 and read 0.04. With lights on and did while off and relay installed. I didnt check the wires on the headlight switch yet.
