If you have voltage when you should, (which you do), chances are pretty good the socket is bad. Doing the voltage drop test at the socket, on all 3 wires, will tell for sure.

Forgot to let you know my fix. The ground tab in the socket was broken. Was hard to see when in the garage, but when out in the sunshine found it. Got GM replacement socket at parts store, worked great.
