I think its too far gone to shine it... You could wet sand it to try to get the dead paint off, but the clearcoat looks like its gone.

You can do that, but why don't you just repaint the whole thing?

Kinda hard to tell the condition and what to do from the picture but, if you're bored, try to get all the dead paint and clear coat off, and sand, finishing with 600 grit or something. If you're not down to the primer you might get lucky with a can of clear coat. If it's too far gone and primer and metal are showing get ready to pay for a paint job or do more sanding and spraybombing. It is possible to get a decent job from a spraycan.

I'm not a painter, but I am a detailer/polisher. I can help lots when there is paint to help, but I think your paint is completely dead.

its shot. take off the rack, tape it off and re base it black and clear it. since your gonna paint the whole thing i wouldn't mess with it till then. You could sand it with 600 and rattle can it with some black and then some clear. Might turn out decent depends on how good you are. Its a pain the the *** to paint a roof. You gotta think about what your going to stand on to get above it too.

This happened on one of my buddy's cars. We sanded it to get what was left of the clearcoat off and then rattlecanned it with some clear and wet sanded it. It came out looking like new. Just take your time and use plenty of water when wetsanding.
