Yes that is where the bolts attach (in your picture) I think its easier if you jack the front end up to take weight off that bolt and then take it out, and also if you use the longer bolt that comes with the bracket then you will have a really hard time getting the bolt in because the oil pan is in the way.
Well actually the one that is on there now is a little shorter than the bolts that are on the blazers with skid plates, so its easier to get off. Or at least mine was, It cleared the oil pan with not to big of a struggle. But yes i do know exactly what you mean by its a pain to get those out.. It took a lot of swearing and pounding on it to get it off at the junk yard.
So i would just reuse the bolts that you take out, thats what i did.

Thanks for the help everybody! I got the skid plate on two days ago. I used a longer bolt one side of the oil pan and a shorter bolt on the other based on how much room I had on each side of the oil pan. The bracket and plate are both on there. The bolts that bolt into the bracket wouldn't screw tight so I added a nut to each of the two bolts and now they are tight!
I finally decided what to do about the cb. Thanks for the wiring help! And I have decided to get a piece of flat steel bar stock and drill a hole in it and mount the antenna on that piece of stock. There is a bolt right under the bumper and I can bolt the flat piece of bar stock to that bolt and bolt the antenna to the stock and boom! Awesomeness! This way I won't have to have an ugly hole in my bumper and I'll get better reception! Win, win!
