To answer your question, it depends on the tuner. Most hand held tuners can modify the speed limiter. Without more specific information about your vehicle, I cannot suggest further.
You MUST make sure that your truck is safe at those speeds though. Just increasing the speed limiter without ensuring that the tires are proper for those speeds is asking for an accident. The rest of the truck also has to be in very good condition.

the reason i was asking is because on the drag strip thats by my house i ran my 03 blazer Lt 4 door down the strip and it topped at 97.Kinda embarassing that my friend beat me in his civic because he could go faster. About the tires.. aren't most good year tires rated just above 100 mph?? i can get the tire model for you tomm. its too cold outside to even go outside..

Yes with tires up to 195 km/h respecitvely 210 km/h - of course
topped out on highway in Germany at 109 mph (180 km/h) and a little downhill even 118 mph (195 km/h).
all original stock - fast enough for a 4x4 I think
and best of all - no governor
