Default Brake warning light

I noticed when I applied my brakes the warning light in the instrument panel came on also I noticed that my pedal was low to the floor. Could it just be worn pads ? I don't think it's a fluid leak but I haven't checked yet either though. 98 2wd

Low fluid level in the absence of a leak could just be because your pads are all quite thin. A quick visual on the pad thicknesses would tell you if that is the case.
