So I go out and measure how far its being pulled in and if its not being pulled in enough, can i replace the cable or does that mean that actuator under the battery needs replaced?

depends if the cable is not locking the front axles the cable has to be seized or something
what you can do is disconnect it from the vac diaphram and pull it manually then lock it with a pair of channel locks
then test the 4wd
