encoder question

how does the encoder activate the vacuum switch?

When the encoder motor switches to 4HI the shift selector (inside the transfer case) pushes up on the spring loaded ball end. This is considered "closed" and the vacuum from the engine is directed from the vent to atmosphere line to the line that activates the actuator for the front axle.
