shackle issues HELP

Question shackle issues HELP

OKAY I've got a 1994 GMC Jimmy 4wd
I'm putting on lift shackles
got one side done looks great
the other side i got the nut and bolt off the bottom end of shackle
the top bolt on the frame is not budging
it spins but after reading other threads
I've come to the conclusion that the metal sleeve is fused to the bolt
and is just spinning in the rubber


so i read up on this subject and come to the conclusion i need to torch the rubber out of the bushing then cut the sleeve out
next problem read something bout the bushing being pressed in
i don't have a press what is an alternate way to get the new bushing in?


thanks for any help/advice
theses dang shackles have turned into a head ache but the lil bit of lift is worth it

i didnt use a press at all just a big c clamp and 2x4

is the top bushing the same as the one on the bottom??????

I was was lucky on mine but we just did a set in a 94 that was stubborn, we had 2 people, one with an air chisel hitting the threaded end of the bold(with nut on it to make sure the threads didn't get damaged) and another turning the bolt head(we used an air ratchet)
