2002 Chevy Blazer -Window release on the tailgate

So for a while my tail gate was out of commission, and would not open at all with the key fob or the release button in the cab. I did the necessary research and assumed it would be the actuator so I crawled back there and took the tail gate apart, etc. What I found though was once I unplugged and plugged the actuator back in, the key fob and button in the cab both worked. However, the button on the back of the tail gate is still not working. Does anybody know what this could be?
I was wondering if there was some sort of security mechanism that would stop the button from working if the car was locked, that broke. It would kind of make sense as the key fob and the button inside the cab would kind of over ride the "locked door" mechanism. Any thoughts?
