Another Fuel Problem 98Blazer (I searched)

Well I think I found the problem. Finally got to work on it today after all this ran. And the first thing I see is 2 wires one has been cut ( the blue ) and the other ( the red ) has arc marks on it. I have no clue as to were they hook up at.

They appear to be part of the wiring for the tow package. Neither of them should be powered... Do you have a factory installed hitch?

It seems like I do. I looked under the bumper for trailer wires but instead I found some mangled wires. Theres what looks to be the red and blue. Also there a white and about 6-7 little wires.
