Default grinding/vibration when braking below 15mph

Hello, I am new here. I just bought a 2001 2dr 4x4 blazer with 180xxx miles on it 2 weeks ago. About a week ago it started making a grinding noise when stopping. It only does it once it gets below 15mph or so. The pads and rotors are fairly new and look good. After searching through the forums here I've checked and lubed the slider pins, then I removed the ABS fuse and it went away. Any ideas?
