Default OBD 2 Program

I'm looking to buy an OBD 2 program for my laptop and was wondering if anyone knows the best one to get. Do I need to get one for reading and clearing codes, and one for reprograming, or is one available that does both? Thanks.

I've used HP Tuners in the past and found it very user friendly and not too daunting. It will do both of the tasks you mentioned.
