Red face 102" whip on 1996 Blazer

I have been trying to find out where the Police/Fire Blazers have the 102" whip mounted. Only the M.S.H.P. uses cb in theirs. SUVs are for special unit and police, sherrifs and firedepartments dont use 102" whips here and dont use low band vhf like they do in the east and upper midwest. i've only seen one MoDOT blazer and one M.S.HP. blazer with a whip. Ehey are mounted on the right rear. I found a peice of metal welded over the gas fill line on the left side. An I going to have to find the right H.P. department to find the right place. Dealers know less than anybody.
