Blue are police, red are firefighters, green are hazmat, all are illegal to have on while driving either steady or flashing. Any kind of white are illegal to have flashing while driving.
This all depends on the state you live in and its laws. I have found they vary more than you would imagine.

If you want them to wig wag you can get cheap flash modules on ebay. If you want to go for simple a turn signal relay will work.

I agree. I don't think about all the crappy different lighting laws in other states half the time. I know some even limit the amount and what kind of lighting can be on the truck. You might not have the strobes on but just having them can get you a ticket.
