check the two screws that connect the plastic handle to the metal level underneath. Do you know exactly what is making the rattle noise? Is it the plastic handle itself or the internal workings?

basically what your going to have to do is take that panel off and pinpoint the rattle. theres always a way to fix a rattle, but you first have to know the direct source.

First remove the3 screws on butt of the panel closest to the car, and the one on each side of it as well. Then remove the two screws under the handle and remove the handle. Now with a litlle tug the panel should lift up, it is held on with a couple snaps so it might be snug. After that you should be able to see whats rattling and take care of it. If you know what it is but dont know how to fix it just let me what it is and i can suggest a solution...

Putting Sound deading under that panel would probably be a big help in this situation...
