'86 K5 Ported Vacuum Switch and EFE

Default '86 K5 Ported Vacuum Switch and EFE

Upon some extended "spaghetti" sorting under the hood and routing all vacuum lines per the diagram I am finding that at any temperature, hot or cold, there is never any vacuum to the heat riser/EFE, well once for about 1/2 a second at operating temp,. It appears to be a normally closed valve which obviously will cause issues upon reaching operating temp. The line comes from a "Ported Vacuum Switch", OEM#3055378, which also sends vacuum to the thermac "flapper" and the vacuum advance.

Has anybody else had this issue? And could it also be affecting the thermac itself as I am getting vacuum from both tubes that run from the "Sensor" inside the air filter housing. I tried switching the lines and the thermac closes in either setup.
