What problems could a split open ground wire cause??

That's not a split open wire. That plastic sheathing is known as wire loom and it's all split down one side so you can get it over the wire(s).

Ok would it still work the same because I have been haveing electrical problems in my 2002 Chevy blazer and every time I move or mess with that wire everything works again then stops working again

I don't know what you're asking but if moving that around affects anything, inspect it for worn or torn wires and a bad connection at the ends.

If you dont find something at one of the connectors/ends as WH suggests, cut the zipties and move each loom on its own until you find the problem one and then carefully cut and electrical tape wrap at the slit and start to pull the wire bundle out to see the beak/short/corrosion).
