Default Main Differences Between Fuse Blocks

So I have an old fuse block and I hit a deer and melted the headlamp relay so I have to turn headlights on with spliced wires ;/ So I have gotten a new fuse block go to put it in and as soon as I connect the negative battery terminal the vehicle tries to turn over but will not I soon realize that the old fuse block is part number UT 12171201 and the new one im trying to replace it with is UT 15328925. So my question being what is the main difference between the two? Help! Why is my starter relay constant hot with fuse block UT 15328925?
