Cash for Clunkers
Good grief, this is all so basic.
In your original post, the #4 item said, "My 1989 S-10 Blazer has more power than a Trail Blazer". It does not. The Blazer 4.3 puts out ~190hp whereas the TrailBlazer (depending on the engine in it) makes ~290-390hp. You don't have to take my word for it, just look it up online. I never addressed the question of whether a TB can "go where you can go", that was Kyle.
As for whether your gas mileage qualifies your Blazer for the C.A.R.S. program, your personal average mileage means nothing. It is based on the EPA figure for average fuel economy as published in the link I posted.
Hope this clarifies things.

( 1976 Plymouth Fury sport, 360 police 263 rear end)
My original post #4 said I have more power, not Horse power, the post where I said HP is a mistake at my end sorry about that, but to clear it up I have more power at the wheels than a TB does, probably cause of my transmission and rear end. and I can go off the road, a TB can't stock for stock, a TB needs to go to the C.A.R.S program just to get rid of them. If it has Blazer anywhere in the name it should be able to make road right off the showroom floor
And who's Kyle?

wolfen, your high opinion of your Blazer has no bearing on this thread, period. If you want to continue this discussion, please create a thread on the topic of how much better your 89 Blazer is than the new GMT360 line and I will gladly debate the topic with you. Its called staying on topic...
And just to settle one other thing about your mileage. What is being used for the CARS program is not your observed mileage, but the EPA estimates that were on the original window sticker. No Blazer ever came with a 17/24 rating. The 1989 Blazer is rated at 15-city, 20-highway, and 17-combined by the EPA (SOURCE).
In the future, when debating on a particular topic, please research said topic.
BTW, I am Kyle...

They talked about doing this in the UK but had problems finding the cars that did under 18MPG....lol so they changed it to cars older then 10 years old.

It also seems the rest of europe is doing it as well.
THE EUROPEAN SCHEME
The German scheme, introduced this year, offers a 2,500 (£2,250) incentive to consumers who buy a new fuel-efficient car and at the same time scrap a vehicle that is more than nine years old. German car sales have risen 40 per cent
Slovaks who own a car that is more than ten years old now receive a 1,000 state subsidy towards the purchase of a new car costing no more than 25,000. The Government will match a further 500 contribution from the vending garage
French motorists may scrap cars that are more than ten years old and claim a 2,500 subsidy towards a replacement as long as emissions from the new cars engine match the Euro 4 rating
In Spain there is a 0 per cent loan of up to 10,000 towards the purchase of a new car that is less than 30,000 in value and has C02 emissions of less than 140g/km
In Greece, the Government will pay between 400 and 800 for the car to be scrapped and a further 1,500-3,400 if the motorist buys a new car with ecological credentials.
