I seen this picture on the forums somewhere i cant remember, so i cant ask the guy how he did it,
But i was wondering on what tools to use for these inner wheel shavings and if the ones connected to the body and not the bumper if they need to be coated in some kind of anti rust paint

 

You need a cut off wheel, or a sawzall. And then yes re-coating the exposed metal would be ideal.
