4x4 not engaging

4x4 not engaging
I have a 1991 s-10 blazer and the four wheel drive isn’t engaging I took the battery tray out to see if the actuator was pushing in but when I put it into 4hi and it didn’t push the actuator in was wondering if anyone has had similar troubles and what it might be
