Suspension Lean

Suspension Lean
I have a 4 door 98 4x4 and just installed the 3" rough country lift. I installed all new leafs and shocks. I replaced leafs cause I had a 2" difference between drivers rear and passenger rear. (Pass being lower). Everything is all torqued and squared up even and all new. Before the lift I had the same issue but all new suspension I have the same issue. I checked body mounts with all looking new. Frame doesn't have tweaks or kinks or any signs of bending or twisting. Just turned 90k miles and the under was undercoat and it's been well maintained but can't figure out why I have the lean. Anyone have any ideas?

I check wheel spacing and all sit at 7 1/4 except for the pass rear is 5 1/4. I measured the torsion bolts and counted threads going in and even cranked in AL the way and backed out incase they started different

I jumped on it and even drove it a couple blocks after everything was tightened down to see if anything settled and nothing. Put an angle finder on shackles and the rear sway bar links and both sides are even. Even measured body mount thickness to see if they look good but was smashed and everything I can compare measurements on is square. I'm at a loss. I have an appointment at a 4x4 shop that does lifts to see if they can figure it out because I'm clueless.

Let us know what it is.
Only other thing I can think, is a bad shock absorber. But if it's new, then that's not the problem.
Did you do the leafs yourself? And where they new units?
Edit: as is new new, not new to you. Did they mess up and give you a stiffer one then the other?

Leafs are new and installed by me from truckspring.com. the shocks are also new that came with rough country lift. I had the lean prior to the lift because I assumed a bad leaf pack or shock was my issue so figured go big when I replaced them is where the lift came into play.
