It says right on the page that they're 7" and 8" wide...
and 15" diameter

So as far as I understand I can install 31" tire on a 7", 8", and even 10" wide rim? If so, what is the best combination?

That depends on the width of a tire...
I think 10.50 is the widest you can go on a 7" rim.
