Is the check engine light on? If so can you read the codes?

Fairly sure blinking means there is a new code. Thats fairly good, as it usually points you in the right direction. Start with the first / lowest number, fix that before worrying about others.

Found the problem it's the whole distributor needs replacing I think. I pulled the cap off and the rotor was stuffed. Is the shaft on the dizzy suppose to move around or be solid? Cuz it's kinda loose. One more think are all distributor of a blazer 99 to 01 model all the same?

You're correct.. should be no wobble, little spin available.

Best way to find that out is to look up other year model part # and compare them to yours.

Rockauto{dot}com does one better; click on the part number and it shows all models with same fit.
