97 Blazer - no brake/hazard lights

Default 97 Blazer - no brake/hazard lights

I'm pulling my hair out over this one. I have no power on either side of the fuse (#1 in the fuse box). Any ideas on how to possibly trace the issue? Why would the + fuse terminal not have any power?

Are you referring to the fuse box in the side of the dash or under the hood?

The fuse box in the side of the dash. There is no under hood fuse box for the '97. I have other always hot fuses that have power, but the stop/hazard fuse does not.

There is a fusible link that feeds that fuse and a few others. Here's the wiring diagram.
