roof rack is 2 bolts at each of the 4 posts for 8 bolts total install. make sure you NEVER had one (the factory one wan't pulled an dthe holes filled) and get to work.
you you had one, drill into the old holes and but and appropriate thread chaser in to clean up the old holes. drop the new rack on and win.
if you never had one, i really dont know.... i would:
take out my head liner, and put sheets or drop cloth over my seats. take the donor rack i wanted to instal, and trace the feet where it would sit on the roof to a pice of wood, card board, or paper. i would then drop the rack on the roof and line it up where i want it. drill in 8 pilot holes, move the rack and drill the holes to the right dia. I would take my tracing and use it as a template to cut 4 inside aluminum mounting brackets then drill the holes in. have a buddy hold them inplace and bolt the roof rack on after quadruple checking that each leg still had the weather seal!!! after it was bolted down i would probably seal the bolts with silicone because i would worry more than is necessary. lastly i would re-install my headliner and win.
BUT all of that comes from my lack experience with "no factory rack" SUVs. That is how we did my brother's '90 cherokee and it had heald like a champ. looking back, you may want to do a long run of aluminum to get more surface area (ie one down the d side one down the p side OR one across the front and one at the rear to spread the load on the roof better...
chances are some one with proper Blazer experience will chime in and tell me how wrong that was

make sure to use short self tapping screws, wouldn't want them sticking through the headliner
