Starter Key Lock sticks in 'OFF'

2000 Blazer - the key sticks or hangs up in the off position often. I have replaced the key lock and no help there.
It appers that the key cylinder housing has 2 pins that meet up with detents in the lock mechanism.
Can I cut those off to allow the lock to turn freely?

A little more detail -
Insert the key - I have to wiggle the lock back and forth before it will move forward to the 'Run' or 'Start' position. works fine then.
goes back to the 'off' position without a problem.
Try to 'Start' again - it will often stick. Same thing happens when trying to go to 'ACC'
I hope someone have a great idea for me!

Not total sure what you mean by 'locked'?
If I park with the wheels cut then shut it off sometimes it will bind so I just cut the wheel a bit to remove the pressure so I can unlock it on 2002 Blazer.
For the first few weeks with the 1998 S10 we just got I was fighting with the button by the key to remove the keys but it was a new user thing because I now do it without thought.
