Brakes turn on dash, radio, and fuel pump with key off and out.

Started having an issue last week. Ran my truck to keep battery charged as it’s not being driven right now, and I noticed with my foot on the brake, turning off the truck and pulling out the key, the engine stayed running, as long as my foot was on the brake. As soon as I let off the brake, the engine shut down. With the key out, I press the brake and it turns on the fuel pump and radio, and gongs.
I noticed in another forum, someone had asked if there was a wet carpet and leaking windshield which is the case with mine, at least for the water in the carpet, the passenger floor pan is routinely filled with water, and the inside of the windshield is also iced over when it’s cold. It never happened when I was driving it daily, or the day before this when I started it as well.
all of a sudden there’s a low idle (around 500rpm) and what seems to be electrical problems. Any help would be wonderful. Can provide more info if necessary
Drop your glovebox (there is a spring in the upper left corner that allows you to do that) you will see a 116 cavity connector (known as C203 on my ’98) that much of your circuits for the interior runs thru (to include ignition outputs, etc). Use a bright light to see if you notice any green crusties or other damage.
Removing the passenger side door sill and kick panel and will allow you to pull back the carpet AND the black rubber like floor padding underneath the carpet. The bottom side of that padding is basically a big sponge. Underneath that you will see in the pic the bundle of wires as well as two ground locations that you might want to check if they need to be cleaned. Another location for water intrusion, besides the windshield (which I have not personally experienced), these trucks can have a rust through hole where the floor meets the firewall (which I have experienced). Water coming from the fender makes its way into the cab through that hole.
Pull that all apart and let it dry out and then see if you still have the same problem. If the problem goes away, then your fix is to fix the water leaks. I’d also spray the connector down with some DeOXIT or other suitable spray before putting all back together.
If the problem does not go away then you’ll have to start diagnosing to see if the ignition switch or other components are the problem. But I would start with getting those areas dried out, inspecting the C203 connector and the wire bundle under the floor pad for any obvious signs of issues and cleaning those two grounds if they are rusted up.

Yeah I had those rust holes on both the driver's and passener's side right at the meeting of the floor and firewall. If small enough can clean and fill with seam sealer or JB Weld. If too big might have to weld in a patch.
EDIT: Also note that C203 connector is an excellent location for testing/diagnostics. Easy access and just about everything in the cab runs thru it.
Basically had the same issue with the key out brake pressed and engine running let off all shuts down apply brake again and I have power turned out to be my multi function switch test it know it sounds weird but did the trick for me 🤷
